What are the chances that someone who has been clean from heroin over 10 years and still sometimes attends meeting will stay sober?

I think with that much clean time, the chances are pretty good.  But remember, this is a "one day at a time" program.

A person with 20 years of sobriety that stops working a program has less of a chance than a newly sober person that is. It all depends on the person and what they are doing not the amount of time they are sober.

My late Daughter, (pictured left) had a stubborn Meth Addiction (which brought on Voices..) Although not her DOC, she died @ 27 of a Heroin Overdose after dating an H Addict for 1 month.  It's widely observed in 12 Step that a person, while stopping, does not pick it up the habit again at the same place. They are further Down the road. That's because the Addiction is Both Chronic AND Progressive. Knew a "Lifer" in Santa Cruz who drank @ his Daughter's wedding & was a veritable gutter drunk after that. Peace & prayers.

With that much time behind them the chances that they will remain sober are very good. However, heroin is a very strong and addictive drug and addiction is something that just doesn't go away. There will always be something inside of us (I'm a recovering heroin addict) that will keep the inner addict alive. It's simply about what we choose to do with the addiction. Someone who is clean ten years can certainly relapse, although the chances are slim, people need to be aware that relapse comes at varying times for various reasons. Depends on the person and their situation. 10 years is a long time, they made it this far, I know I wouldn't want to go back after that much time!
